Reasoning exists as a locatable, inspectable structure within the system architecture. It can be found, examined, and modified in place without the cost of retraining.
Composable
Each component is defined by declared relations. Units compose into Functions. Functions assemble into Systems. Each layer is operable at the atomic level.
Governed
Governance is embedded in execution, making every output traceable and justifiable. Each reasoning step is evaluated at the moment it occurs and invalid states do not persist.
Sovereign
Sovereignty is the product of reasoning architected. When every component is addressable, composable, and governed, the institution controls the knowledge inputs, the reasoning logic, and the outputs they produce. Intelligence becomes sovereign by design.
Intelligence without boundaries cannot serve institutions. Sovereignty is the precondition for adoption. Operable systems make intelligence sovereign.
